People's Agenda for Hubballi - Dharwad
Almost every time a discussion that begins with the under development and negligence of Hubballi-Dharwad and North Karnataka ends in a no result.
In the recent election people of the region as also other parts of the state have elected their representatives with great hopes of development.
However, within few days of the formation of the government, we see PEOPLE REALIZING THAT THEY MAY HAVE WELL BEEN SHORTCHANGED YET ANOTHER TIME. People apprehend, and justifiably so, that the parties and the politicians, primarily responsible for development, might have well taken them for a ride.
Herewith we announce the beginning of an organised struggle by the concerned citizens of Hubballi-Dharwad (H-D) for the development of their city and the entire North Karnataka (NK) region. This is the People's Agenda for Hubballi-Dharwad.
We propose to use THIS DOCUMENT AS the People's UNCOMPROMISING DEMAND FOR THE COMPREHENSIVE DEVELOPMENT OF H-D and NK. What we are envisioning is a non-partisan People's Movement to press the new government as well as all governments to come to develop H-D and N-K. This will be quite a long and committed struggle. People's Agenda for Hubballi-Dharwad will be the Action oriented forum of all concerned citizens to bargain with the powers that be for a higher standard of quality of life in H-D and N-K.
Already, some prominent people of Hubballi-Dharwad, including Intelligentsia, Academicians, NRIs, Students, Businessmen, Professionals, Youth and Common Citizens have committed their whole-hearted support for the People's Agenda.
PAHD is an initiative of Rashtrotthan Sankalp in association with the people of H-D and NK to persist on all the powers – state government, politicians, state government, and bureaucracy --- to give Hubballi-Dharwad and North Karnataka its due. "WE DO NOT GO WITH A BEGGING BOWL. WE ASSERT OUR RIGHT TO HAVE EQUITABLE DEVELOPMENT with other parts of the state". Let’s be very clear at the outset that our struggle is not against the south, but it is for the things that the north too deserves as an indivisible part of KARNATAKA.

This movement is not limited to the people of Hubballi-Dharwad and is in essence a struggle of all the people of North Karnataka.
As a first step to come together and discuss future course of action, a public meeting is being called soon. It will be at a prominent place in Hubballi on the 2nd or 3rd Sunday of June. We'll post the date & venue soon.
We request everyone of you interested truly in the development of Hubballi-Dharwad and North Karnataka to participate in the meeting and future activities. Post meeting, the future probable course would be activities like signature campaign and writing letters to the CM, Governor, Top Bureaucrats, Party Chiefs, MLAs, the central government, HDMC corporators, making clear our intentions and determination. We also have plans to hold a massive People’s March to show our solidarity for the People’s Agenda.
No movement is a movement without people. So, may we request your whole hearted participation by being present at the public meeting with your friends, contacts and relatives and volunteer to do one or the other activity in organising these events. People’s Agenda for Hubballi‑Dharwad (PAHD)
— A Draft Outline
(Applicable to Hubballi-Dharwad & North Karnataka.)
Basic Public Amenities
1. Lasting solution to the perennial Water‑supply problem to the twin cities of Hubballi‑Dharwad (H-D).
2. Development of 10 Vegetable Markets in a systematic way for orderly and hygienic sale of Vegetables, fruits and other Food articles in different parts of H-D twin cities and other cities and towns of N-K.
3. Construction of Public Toilets and Sanitation facilities in a conveniently accessible manner in different parts of H-D.
4. Introduction and strict enforcement of rainwater harvesting in twin cites for conservation of water and to counter scarcity.
Industry & Commerce
5. Development of Industrial Parks / SEZs for IT / BT / ITES / Other Heavy, Medium & Small Scale industries around Hubballi-Dharwad and creating friendly environment for setting up of these industries. These are required in other parts of NK, as well.
6. Development of 2-3 Agro-processing Industry Hub / Parks around H-D and another important city in NK.
7. Development of a Pharmaceutical Hub near HD by developing a Pharma Park and creating a friendly environment for setting up of the Pharma industries.
Administration
8. Setting up one Regional Office of the Karnataka Information Commission (under the Right to Information Act, 2005) each in Hubli and Bidar / Gulburga with 1 or 2 Information Commissioners to cater to the needs of citizens in N-W and N-E Karnataka.
Education
9. Establishment of an IIM in NK.
10. Establishment of an IIT at Dharwad.
11. Establishment of a Model University for Teaching, Research and Development of AYUSH (Ayurveda, Yoga, Unani, Siddha & Homeopathy) health sciences in the western ghats of NK (in Karwar / Dandeli).
Transport
12. Improvement and widening of city roads and concretization wherever possible and feasible.
13. Median-separated 4/6 lane highway / expressway between H-D.
14. Development of a smooth Signal-Regulated Traffic Control in the Twin Cities and other major cities of NK.
15. Master plan for Construction of Ring-Roads around H-D for implementation in a phased manner in the next 10 years.
16. Pressing the Central government / Railway ministry for implementation of a High‑Speed Rail Corridor between Hubballi & Bengalooru, and Hubballi & Pune, extendable to Chennai and Mumbai on either sides. State government can work as partner in these projects by providing finances, if required.
17. Pressing the Union government / Railway Ministry for convenient and speedy trains between Hubballi and Pune / Mumbai.
18. Pressing the Union government / Railway Ministry for restoring and improving the Hubballi - Sholapur rail line via Gadag and Bijapur for speedy rail connectivity. State government can work as partner in these projects by providing finances, if required.
19. Development of Hubballi – Ankola Rail Line on a fast track. State government can work as partner in these projects by providing finances, if required.
20. Master plan for development of a Mass Rapid Transit System (MRTS) or a ‘Metro’ Rail around H-D for implementation in phases in the next 10 years. This should be extendable to connect neighbouring towns like Nargund, Gadag & Kundgol in future.
Culture & Tourism
21. State level Model University for Teaching, Research and Development of Indian Music (Hindustani, Karnatak, Folk, etc.) at Dharwad / Gadag / Haveri.
22. Developing H-D as a Tourism Hub of N-K with facilities to access all places of tourist importance — historic, natural beauty, religious, etc.
Environment & Recreation
23. Improvement and Development of existing Lakes and Parks in H-D to the highest standards.
24. Improving Green Cover in the twin cities. Provision for development of a circular Green Belt around.
25. Development of Recreation / Amusement / Theme Park(s) (on the lines of Disneyland, etc.) around H-D / Belgaum. Another one to be developed in NE Karnataka near Hampi / Bijapur / Raichur.
26. Development of an Ecological Park to act as a forest reserve, animal and bird sanctuary and a recreation spot for the H-D and the N-K region.
Sports
27. Development of 4 to 5 public playgrounds each in Hubballi and Dharwad.
28. Development of world-class Indoor and Outdoor Stadiums in H-D with facilities for encouragement and cultivation of all sports like Tennis, Boxing, Soccer, etc.
